Rep. Schmaltz joins ‘Regulation Rollback’ plan to support small businesses

State Rep. Kathy Schmaltz today said we need to make it easier to do business in Michigan. She testified before the House Regulatory Reform Committee in support of her plan to reduce unnecessary regulations and expand opportunities for Michigan barbers.

Schmaltz’s measure, House Bill 4911, is part of the House Republicans’ Regulation Rollback initiative — a comprehensive effort to eliminate red tape and remove barriers to work and employment. The plan includes more than 60 bills addressing outdated state rules that limit flexibility, drive up costs, and discourage entrepreneurship.

Her legislation would allow licensed barbers to operate mobile barbershops in Michigan, similar to what is already permitted for licensed cosmetologists. Current law allows cosmetologists to perform their trade offsite for weddings, special events, and other activities, but barbers are excluded from this flexibility.

“Michigan’s barbers should have the same opportunity to take their skills on the road as cosmetologists,” Schmaltz said. “This simple, common-sense change supports small business owners while also helping people who may have trouble getting out, like veterans, seniors in care facilities, or individuals with disabilities. A mobile barbershop can bring a sense of dignity and connection to people who can’t easily visit a salon. When we cut red tape, we make it easier for professionals to serve their communities and grow their businesses right here in Michigan.”

The Regulation Rollback plan, made up of more than 60 pieces of legislation, builds on months of bipartisan work to identify outdated and overly burdensome state regulations. By simplifying licensing rules, streamlining processes, and eliminating unnecessary restrictions, the initiative aims to make Michigan a more affordable and opportunity-rich state for workers, families, and employers.

House Bill 4911 remains under consideration by the Regulatory Reform Committee.
