Rep. Johnsen Champions Bipartisan Child Welfare and Stability Package

LANSING, MI – State Representative Gina Johnsen (R-Portland) today led the introduction of the bipartisan Child Welfare and Stability Package, a reform effort to promote family stability, child well-being, and fairness in Michigan’s custody laws.

The package, introduced by Rep. Johnsen, Rep. Jimmie Wilson, and Rep. Brian Begole, creates a presumption that equal parenting time is in a child’s best interest, unless clear and convincing evidence shows otherwise. It also requires courts to explain any decision to deviate from equal time, ensuring transparency and fairness in family court proceedings.

“Children thrive when both parents are present and involved,” said Rep. Johnsen. “This bipartisan effort reaffirms that Michigan values strong families and the vital role of both parents in raising their children.”

While Michigan law already recognizes that children benefit from strong relationships with both parents, current statutes do not create a clear presumption for equal or approximately equal time. The Child Welfare and Stability Package strengthens and clarifies that principle so that family courts apply it consistently and Michigan families have the stability every child deserves.

The legislation reflects a growing, bipartisan consensus that children do best when both parents share in their upbringing and responsibilities. By promoting cooperation and reducing unnecessary conflict, the package helps families focus on what matters most—the well-being of their children and the preservation of healthy family bonds.
